I'd agree with the report, that this "smacks of opportunism", however, what's the actual impact to the UK?
The increased charges will only affect GBP transactions made in the EU, will be paid by the retailer and the fees will go to UK based banks (they weren't very clear about that in the BBC report). EU based retailers could increase their prices, but then they would be less competitive.
So generally speaking, it looks like this would either drive sales or money to the UK. If it makes thing less attractive for companies like Amazon, choosing to trade to the UK out of Luxembourg to take advantage of the favourable tax laws there, all the better.

Some EU retailers are charging the EU price including VAT and not deducting it so the recipient ends up paying VAT on VAT!
I had an issue a few years ago with an undewater camera housing from a company in Canada. It was replaced under warranty but I still had to pay a substantial amount in VAT and import duty.
