Divers fined £18,000 each for removing relics from Scapa Flow wrecks

I can't help but wonder if the Procurator Fiscal Sue Foard has a list of charges for misdemeanour offences and a list of fines first time offenders.
or if she as others suffers from Dentophobia by proxy.

Also if somewhere in the list of offences there is a heading for first time offenders lifting scrap junk trinkets of an old wreck that requires a comensurate £18,000 fine

Or does she as some others in the wider population have an inherent fear of Dentisit's and American's and that the £36,000 raised can be spent Dentophobia counselling

The Act says fines not exceeding the statutory maximum, that's up to five grand max in Scotland. Presumably it was assessed per offence/item. Could've been a lot worse if they'd gone for the full fine per incident.
