As has been said elsewhere. How do you ensure that a project to link the north with the south gets completed? Start in the north.
Sunak has realised that he is going to lose the next election so he has grabbed the cash from HS2 and is using it to essentially bribe electors with small piecemeal projects which lack any co-ordination or overall strategy as his last ditch attempt to stave off electoral disaster - I am hoping that it is seen through but I know that the "media" will be praising his "vision". It will lead to a smaller Britain destined to continue to decline (except for those people / companies that plough money into the Tory coffers).
