They're slow drains (often perforated pipe surrounded by large infill) intended to drain surface and ground water. They may outfall into a soakaway, but likely other streams or bigger drainage...
Unless it's shore entry into a boat to take you the 3 miles or so to the St Dunstan, then no. Torbay is my area for shore diving, so I can't help on Dorset shore dives.
