Profile Pic / Avatar

Hi - I may just be thick, but I haven't been able to figure out how to upload a profile pic. Tried following instructions from FAQs, but said something like I didn't have sufficient permission.

I think some stuff is restricted till you have posted a bit more.

Could somebody explain how to rotate my Avatar. It's saved on my computer the right way but when it uploads it's sideways. I've tried rotating it then uploading but it just put it on sideways again.
