Question about IANTD 14 Bar Rule?

Could someone tell me what IANTD mean by the Half + 14 Bar Rule?

Isn't it half plus 15 bar?

Anyhow, it's how much you can plan to use from a deco bottle - half for you, half for someone else, 15 bar for the cylinder.

Most gauges are crap in the last 40 bar or so - mine has 4 divisions for 0-50. Add to that the fact that once you go below the IP, the reg will breathe badly. IP is usually in the region of 10 bar, so 15 sounds feasible as a limit. Although I'm awkward and like to go to the next 10 bar, so I'm thinking 20 is a better bet.
